The World Scout Crest Emblem is centered directly above the left side chest pocket.  About 1.5 inches from the top of the pocket.  This also applies to the beige Webelos shirt.

 

The Simon Kenton Council Patch is placed on the left sleeve.  Center the council patch at the top of the sleeve just below the shoulder seam. The Pack Numbers are centered below the Council Patch about 3/4 inch.
